Frontier
A new frontier has been opened since the advent of blockchain technology, a transnational space, a new space outside of the reach of National Governments.
Transnational organizations
For example, a transnational organization cannot be stopped by a State, in the sense that there is no mechanism through which a State can destroy it or even interfere with its operations. Bitcoin is a good example.
Transnational organizations are also, by nature, capture resistant.
